Austroads Technical Specification ATS 3110 sets out the requirements for the supply of Polymer Modified Binders (PMBs), including Crumb Rubber Modified Binders, for use in both sprayed sealing and asphalt applications.
This Specification applies to binders at the point of manufacture (unless specified otherwise in the Contract documents).

Edition 3.0 includes the following changes:
- Throughout: References updated from ‘Crumbed Rubber Binder’ to ‘Crumbed Rubber Modified Binder.’
- Clause 1.1: addition of clarification that specification applies to binders at the point of manufacture (unless otherwise stated).
- Clause 2.1: addition of ATM 104; removal of ATM 121 and AP-G41-15 Bituminous Materials Safety Guide; amendments to document titles as required.
- Clause 3.1: addition of definition for ‘Crumbed Rubber Modified Binder’.
- Clause 6.1: inclusion of details for additional point of manufacture samples.
- Clause 6.6: removal of the minimum requirements reference.
- Table 8.1 and Table 8.2: replacement of AGPT/108 Segregation of Polymer Modified Binders with ATM 104 Storage Stability of Binders on 1 January 2027; addition of acceptance limits for ATM 104; removal of ATM 111.
- Table 8.3: removal of property for A27RF ‘Dry Mix Asphalt.’
- Table 9.1: addition of minimum testing frequency for ‘Storage stability.’
