Austroads takes on long-term management of cementitious materials scheme for Australian road sector

Thursday, 29 October 2026

Austroads has taken responsibility for the Australian Technical Infrastructure Committee (ATIC) and Cementitious Materials Registration Scheme (CMRS), providing a long-term operating model for the assessment and registration of cementitious materials used by the Australian road sector.

The CMRS assesses and registers cementitious materials against applicable technical specifications and scheme requirements and maintains a Registered Products List for industry and road authorities. Its governance draws on senior engineering expertise from Australian states and territories.

“The transition was agreed by participating government agencies and the ATIC management committee to support continuity for industry and road authorities while establishing a sustainable model for the scheme’s ongoing operation,” said Paul Davies, Austroads General Manager Research, Guidance and Practice.

Austroads is now responsible for the administration and management of the CMRS, supported by new arrangements for technical oversight.

Existing product registrations remain valid, and suppliers do not need to reapply because of the transition. Applications already in progress have transferred to Austroads and will continue through the applicable assessment process. The transition does not alter the technical requirements for product registration or introduce additional testing requirements.

Verification testing, where required, will continue through the Transport for NSW Russell Vale Laboratory established for the CMRS. Historical test data and registration records have also transferred to Austroads and remain part of the scheme records.

Technical oversight will be provided through an Austroads governance framework drawing on senior engineers from states and territories. The Concrete and Cementitious Materials Technical Reference Group replaces the former CMRS Technical Committee and will provide technical review and advice where specialist input or decisions are required.

“The new arrangements retain technical expertise from across the jurisdictions, with a clear process for matters requiring specialist review or advice,” Paul said.

Austroads has also taken responsibility for relevant ATIC specifications and scheme documents. ATIC specification SP43, Cementitious materials for concrete, will continue to be maintained, including future reviews, updates, approvals and publication.

ATIC specifications SP38 Metal Anchors for Use in Concrete, SP39 Fasteners for structural purposes and SP60 Structural steel products, together with conformity assessment scheme 21 Mechanical fasteners and scheme 10 Structural Steel Products, will be archived. They will remain accessible but will no longer be maintained.

Austroads will continue to maintain the CMRS Registered Products List, with updates published at the end of each month.

Current scheme information and relevant documents remain available on the ATIC website.

A dedicated CMRS Administrator has been appointed to manage day-to-day operations and support participants. Applicants and other stakeholders can contact cmrs@austroads.gov.au for information and assistance.
