Road safety auditors are currently managed individually by state and territory road agencies, leading to variability in training, accreditation, registration, and continuing professional development requirements. Austroads members are committed to improving the consistency and quality of road safety audit practices and have agreed to implement a national framework to manage road safety auditors and road safety audit training providers. This webinar will provide an update on the national harmonisation project, including what has been agreed to regarding harmonisation and the deliverables and timelines for the operationalisation of the national framework.
The webinar will be presented by Michael Nieuwesteeg, Chris Koniditsiotis, Andrew Lee and Kellie Houlahan.

Chris Koniditsiotis is an advisor and consultant to Austroads with over 40 years of experience in the broad industry sectors of infrastructure, transport, safety, energy, and digital transformation. His current expertise lies in implementing public policy and private-sector initiatives into sustainable operational practices. Before entering the consultancy world, Chris held several corporate positions, including Chief Executive Officer of Transport Certification Australia and Project Director with the World Bank (based in Indonesia). Chris has held several board directorships and is the General Secretary of the International Society for Weigh-in-Motion.
Kellie Houlahan is a Senior Consultant at Horizon Point, specialising in project management, policy development and stakeholder engagement. She is an experienced project manager and has extensive experience within the public sector in senior management roles, managing project teams and business units. Kellie’s primary sector expertise is in road transport and freight and logistics.
Andrew Lee is the project manager for Austroads’ National Registration Framework for Road Safety Auditors project.
Andrew is a project and risk specialist with over twenty years’ experience including seven years at Senior Executive Service level in the Government of Western Australia (Department of Transport).
Since 2020, Andrew has worked as a management consultant. In 2022 he founded the consulting firm Horizon Point, which specialises in the project management of organisational change, and risk management.
He has extensive transport sector experience particularly intergovernmental relations, stakeholder engagement, policy analysis and project leadership.
