In early 2000, PTA has identified 31 dangerous level crossings within the urban electrified network with 20 of these crossings located along the Armadale Line.
In 2014 the PTA undertook an assessment of the crossings and produced a report entitled, Priority Level Crossings for Grade Separation. The report considered the crossings based upon a number of factors including exposure rating, future rail volumes, constructability and cost.
PTA acknowledged that the proposals and concepts in 2017 are aged and required ratifying/updating or redesigning appropriately.
In 2019, the WA State Government decided to advance the delivery of first Level Crossing Removal along Armadale lane in Kemscott ñ Denny Av level crossing.
The delivery method chosen was a Design and Construct (D&C) in two separate packages of works:
- Rail Component comprising:
- Rail Track Works
- Dual Rail Bridge over Davis Rd
- Principal Shared Path (PSP) and bridge over Davies Rd
- Main Cable Route (MCR).
- Road component comprising:
- Third Road realignment
- Modification of Railway Av and Streich Av
- Upgrade of Albany Highway between Page Rd and Church St
- Removing and replacing a 100-year-old water main on Albany Highway which supplies the Perth Central Business District, and replacing and increasing capacity of a storm water drain to mitigate local flooding (in collaboration with Water Corporation)
- Civic improvements to revitalize the Kelmscott town centre including refurbishing the Kelmscott Station Masters House, creating a public plaza near Kelmscott Station and land development opportunities
- Service relocation or upgrade.
Downer EDI together with SMEC were appointed the lead contractor for both packages in December 2019 and worked together to deliver the project.
